That panel just holds the 'chute bag up, it doesn't slow the car down, the cord you see from the chute is supposed to go to the actual mount that grabs the car. I've never seen one that goes under the bumper like that though, not sure how that's going to work. It looks like it will screw up the bumper cover as soon as you pull it?

Just fabed up the mount today will fab up the mount for the cord soon.Waiting to get a nother bumper cover.>:P
